Mission
The Metropolitan Transportation Authority (MTA) is responsible for operating, maintaining and improving public transportation in the Metropolitan Commuter Transportation District consisting of New York City and Dutchess, Nassau, Orange, Putnam, Rockland, Suffolk and Westchester counties. The Authority oversees the operations of the bus and subways systems in New York City, commuter railroads in the region, and seven bridges and two tunnels in New York City. This oversight includes general policy direction and development and financing of the operating and capital programs.
Budget Highlights
Within the Department of Transportation budget, the Executive Budget recommends $4.5 billion in transit aid appropriations to the MTA, an increase of nearly $43 million (.97 percent) from last year. The recommended MTA aid includes $309 million in General Fund support to offset the revenue impact of the enacted payroll tax reform on the MTA’s 2015 fiscal year.
The Executive Budget also includes $104 million in resources drawn from downstate mass transportation operating assistance funds to pay for needed capital expenses of the MTA.
In addition, the Executive Budget includes a new $750 million State capital contribution to assist in funding the MTA’s 2015-19 core capital program. These funds will create jobs and improve the MTA’s core infrastructure. Spending will also continue from the State’s $770 million 2012-13 appropriation for MTA capital and the $1.45 billion dedicated to the MTA from the 2005 Transportation Bond Act.
The Executive Budget continues support for the MTA 2010-14 capital program, including $620 million in reappropriated State capital funding, and approximately $386 million for the continued spend-out of the MTA's 2005-09 capital program from reappropriations of the Rebuild and Renew New York Bond Act of 2005.
The Executive Budget also includes contingent appropriations of $2.3 billion for the MTA. These contingent appropriations are from the Dedicated Mass Transportation Trust Fund and the MTA Support Program Fund, and are used to ensure continuation of aid payments to the MTA in the event of temporary non-appropriation due to a late budget for the subsequent State fiscal year.
