SUBJECT: FY 2022 Spending Controls

The controls for FY 2022 are intended to maintain disciplined operations and prioritize spending decisions, which is a core mission of DOB regardless of the economic or fiscal picture, without imposing unnecessary work on agencies or DOB.

Budget examiners will be placing restrictions on available appropriation authority and corresponding cash ceilings in the Statewide Financial System to allow for approved spending while maintaining controls to adhere to spending limits in the FY 2022 Enacted Budget Financial Plan

A. Revisions

Revisions to this bulletin since the April 28, 2020 release include:

  • Revised spending controls for FY 2022.
  • Elimination of the enhanced hiring freeze.
  • Elimination of the additional spending controls on nonpersonal service spending and discretionary local grants.
  • Updated guidance on capital project activity.

B. Purpose and Scope

  • Capital Projects. The Executive Chamber and DOB will continue to review, prioritize, and approve capital project activity. Agencies will be periodically required to submit requests for new capital projects and grants that have a project value greater than $5 million prior to their award or bid. Capital projects that exceed the required threshold but pose an immediate threat to health and safety may forego the prioritization process upon certification from the agency and approval from DOB. Additional guidance on both processes will be provided by budget examiners.
